Philip VirgoA former information systems professional, programme manager and corporate planner, he has spent thirty years analysing ICT developments, predicting their consequences and advising users, suppliers and politicians accordingly. He was co-author of the 1978 policy study that led to telecoms liberalisation in the UK and co-founder of the Parliamentary Technology Committee (PITCOM) in 1981. Since 1994 he has been Secretary General of EURIM, which brings industry, politicians and officials, across political and organisational boundaries, to improve policy related to the creation of wealth creating, socially inclusive and democratically accountable information society.
